Due to a criticism that it is inhumane, Cyborgs were only made from the dead bodies of those who volunteered to be recreated as Cyborgs before they died. However, volunteering was somewhat forced on people. They stopped producing Mad Cyborgs only after the Cyborgs malfunctioned and ran away during the battle. There are still numerous Mad Cyborgs running around the battlefields unregulated.
